You can write it in Markdown syntax, with Pandoc extensions.

Typical workflow

• edit files in your favorite editor
• mark links in markdown syntax, without .mkd extension (don't forget to create target files)
• :make will create a html directory you can browse to
• you can navigate links within vim too ! Just set suffixesadd=.mkd to add .mkd files to the list of files searched by the gf command.
